IT, OT and CMMC
under one roof.
CMMC compliance that reaches the shop floor. We assess, build and run the systems behind your compliance, from the front office to the CNC cell, under one company and one agreement.
CMMC Phase 2, mandatory third-party (C3PAO) Level 2 certification set for November 10, 2026, was suspended on July 13, 2026. Class deviation 2026-O0025, Revision 3 (September 3, 2026), is the current deviation and keeps Phase 2 out of contracts; removal began with Revision 2 on July 16. The 60-day review window closed about Sept 11. As of Oct 16, no results or restart date have been published. DFARS 252.204-7012 (NIST SP 800-171, 72-hour incident reporting) and CMMC self-assessments still apply. Where CMMC stands →
CMMC that includes
the plant floor.
Many CMMC providers focus on office IT. Victory brings the plant floor (PLCs, HMIs, SCADA and OT networks) into scope. Our team writes your roadmap, builds it across office and shop floor, and can run it afterward.
Keep legacy machines running.
CNC controllers, PLCs and HMIs on older Windows stay in production behind layered segmentation and managed OT firewalls, instead of a forced rip-and-replace.
Standards that fit OT.
We map NIST SP 800-171 to the controls engineers already know, ISA/IEC 62443 and NIST SP 800-82, and fit the work alongside AS9100 and Nadcap quality systems.
Vendor-neutral, and yours.
Rockwell, Siemens or Schneider; cloud or on-premise. No reseller margins buried in invoices, and you own every drawing, credential and document we produce.
Assess. Implement. Sustain.
Assess.
We score your environment, office and plant floor, against all 110 NIST SP 800-171 requirements and deliver a prioritized Plan of Action with good, better and best options.
Implement.
Our engineers do the work: segmentation, identity and access, cloud and Microsoft 365 (or Google Workspace) hardening, policies and the System Security Plan. Or we coach your in-house team.
Sustain.
Monthly advisory, or full managed IT operations, keeps controls working, evidence current and your SPRS score accurate, ready whenever an assessment is required.
Choose how much we carry.
Already have IT people? We add the CMMC expertise. No dedicated IT team? We run the whole operation, and compliance is built in from day one.
Victory Ready.
Best fit: you have in-house IT or an existing provider. We work alongside them.
- Gap assessment and scored Plan of Action
- CUI scoping and the right enclave: GCC High, managed enclave or on-premise
- System Security Plan, policies and procedures
- Remediation engineering, or guidance for your team
- SPRS score support and annual affirmation prep
- Monthly advisory to keep controls current
- When you're ready for assessment, we work with the C3PAO you choose and, if needed, help you select one.
Victory Operated.
Best fit: you have no full IT department. Everything in Victory Ready, plus day-to-day operations.
- Tier 1–3 help desk with named engineers, same-business-day SLAs
- 24/7 on-call for critical issues
- Monitoring with automated response, and patching
- Backup, disaster recovery and business continuity
- Servers, network, cloud and Microsoft 365 / Entra / Intune
- Managed OT firewalls and plant network segmentation
- Quarterly stewardship reviews; vCIO / vCISO leadership
We implement.
Assessors certify.
Victory is not a C3PAO (an authorized third-party assessment organization). That keeps implementation and certification independent. When you're ready for assessment, we work with the C3PAO you choose and, if needed, help you select one.
Training. We deliver on-site CMMC briefings for your team.
Team members each bring more than 25 years in IT, at rates well below large consulting firms.
One vendor to qualify.
IT and CMMC.
Victory fits the MEP's assess, implement and advise model as an implementation partner. Both our IT and CMMC work sit under a single vendor qualification.

Regulatory status as of October 16, 2026. Requirements may change when review results are published. If your question isn't covered, ask us directly.
Q.01 Is the November 10, 2026 CMMC deadline still happening? +
Not as scheduled. Phase 2, the requirement for third-party (C3PAO) Level 2 certification set for November 10, 2026, was suspended by the Department of War on July 13, 2026. The 60-day review window closed about Sept 11. As of Oct 16, no results or restart date have been published. Phase 1, which began November 10, 2025, covers Level 1 and Level 2 self-assessments.
Q.02 What does class deviation 2026-O0025 do? +
It turns the suspension into contracting instructions. The CMMC language first appeared in Revision 2 (July 16, 2026); the current Revision 3 was signed September 3, 2026. Contracting officers must remove suspended Phase 2 requirements: open solicitations are amended as soon as practicable, and existing contracts are modified before the next option or scheduled administrative modification. Baseline NIST SP 800-171 Rev 2 compliance under DFARS 252.204-7012 stays in place. From Nov 10, 2028, the deviation puts the CMMC clause in any contract where you handle FCI or CUI (except COTS-only contracts), not only where a level is specified. It is not a Phase 2 restart date.
Q.03 So what is still required today? +
DFARS 252.204-7012 remains in effect: safeguard covered defense information (CUI) to the 110 requirements of NIST SP 800-171 Rev 2, report cyber incidents to DoD within 72 hours, and flow the clause down to subcontractors that handle CUI. Federal contract information (FCI) still needs basic safeguarding under FAR 52.204-21. CMMC self-assessments and annual affirmations in SPRS apply where a contract specifies a level (DFARS 252.204-7021). DoD solicitations and contracts also carry a NIST SP 800-171 DoD Assessment requirement (DFARS 252.240-7997 under the current class deviation).
Q.04 What is SPRS, and why does our score matter? +
SPRS is the Supplier Performance Risk System, where defense contractors post their NIST SP 800-171 self-assessment scores. (It is often misheard as “SPURS.”) Your posted score and annual affirmation are statements your customers and contracting officers rely on, so the score should be accurate and backed by evidence. Our Assess and Sustain work keeps it that way.
Q.05 Should we wait until Phase 2 restarts? +
We don't recommend it. The obligations above apply now, and certification will need the same controls whenever it restarts. The suspension is time to prepare properly: scope CUI, close gaps, document the System Security Plan, and keep evidence current.
Q.06 Are you a C3PAO? Can you certify us? +
No. Victory is not a C3PAO (an authorized third-party assessment organization). That keeps implementation and certification independent. When you're ready for assessment, we work with the C3PAO you choose and, if needed, help you select one.
Q.07 Our CNC machines and PLCs run old Windows. Do they have to be replaced? +
Often not. Legacy controllers can stay in production behind layered segmentation and managed OT firewalls, mapped to NIST SP 800-171 alongside ISA/IEC 62443 and NIST SP 800-82. We assess each system rather than defaulting to rip-and-replace.
Q.08 Can you work with our existing IT provider or MEP advisor? +
Yes. Victory Ready is built for exactly that: we add CMMC expertise alongside your in-house IT or current provider. For AZ MEP clients, we fit the MEP's assess, implement and advise model, under a single vendor qualification.
